This is by design. Previously, invoice numbers appeared in Preview, but this was a bug that has since been fixed.
Invoice numbers generate only when you process the invoice. Previewing without processing means the number is not saved.
Once you click Invoice and Email or Invoice and Print, the invoice number generates.
