To have the Qty to Invoice boxes auto-fill to their maximum quantities, please do the below:
Navigate to System, Options, System Options
Navigate to the Documents tab
In the Sales Orders section, tick Invoice Full Order
Invoice All button does not update all lines of a Sales Order
